A Guide to Frequently Asked Questions(FAQs) of MPCF-LC on Alternative | Flexible Academic Scheme (ALFAS)

Q.1 Does ALFAS cover all programs and courses?

Answer: Yes, ALFAS are both for Maritime and Business programs, and except for laboratory classes, are carried out across all courses.

Q.2 Has the Second Semester for AY 2019-2020 ended?

Answer: No, it is still in progress.  It will end on May 30, 2020.  This adjustment is based on the Guidelines of the Commission on Higher Education allowing Higher Education Institutions to exercise flexibility in their Academic Calendars in response to the ECQ (CHED Advisory Number 06, Dated April 13, 2020)

Q.3 When is the date of submission of the last requirements under ALFAS?

Answer: The last requirements for completion of the courses under ALFAS must be submitted on or before May 15, 2020.  However, students who have joined the ALFAS under substitute instructors are given until May 25, 2020 to submit the requirements, while students who were given the printed copies of the learning packets will have until May 30, 2020 to submit their outputs.

Q.4 Will the students be required to attend catch-up classes if the ECQ is lifted on May 16, 2020?

Answer: No, there will be no catch-up classes even when quarantine restrictions are lifted.  Students will not be required to report or personally submit their outputs.

Q.5 How about classes which were not held under ALFAS including laboratory exercises?

Answer: Classes that were not held under ALFAS for any reason shall be carried out under the same scheme on an extended timeline up to May 30, 2020.

Laboratory exercises including PE-swimming shall be carried out as follows:

  • Graduating and CSP Students-  to be carried out immediately upon lifting of  the quarantine restrictions, otherwise, this shall be deferred to summer classes which are still part of the Academic Year 2019-2020, or other alternative schemes to be determined by the Academic Affairs department.
  • Non-graduating students -  deferred to First Semester, AY 2020-2021

Q.6 There are students who have very limited participation or were not able to participate in the ALFAS due to connectivity problems or issues.   What will they do?

Answer:Students who have not or have limited participation in the ALFAS due to connectivity issues are given time to complete the requirements until May 30, 2020.  Printed copies of the learning packets will be sent or delivered at designated drop-off/pick-up points, and student outputs will be retrieved by MPCF-LC personnel therefrom.

Q.7 How will the student’s performance be graded under ALFAS?

Answer: The student’s academic performance under ALFAS shall be subject to the same grading system as implemented by the Academic Affairs department.

Q.8 Will there be graduation ceremonies for Academic Year 2019-2020?

Answer: There will be no onsite/in-person graduation ceremonies in the duration of the ECQ/GCQ restrictions.   Should the students still opt for the same, the ceremonies shall be deferred to a date when said restrictions are lifted.   In lieu thereof however, students may opt for virtual graduation ceremonies.  The School, through the Academic and Student Affairs Offices, has an ongoing coordination with the students, student organizations and parents regarding this matter.

Q.9 What about other matters like summer classes, enrollment, students’ accounts and related concerns?

Answer:All other queries and clarifications about the details of this scheme and related matters pertaining to requirements and transactions with the School are to be addressed at proper forums and offices such as the Academic, Student and Financial Affairs.

Q.10 The Legazpi City Council has issued resolution number 15-0132-2020 “requesting Higher Education Institutions…to consider ending the semester and mass promoting all students for the second semester AY 2019-2020”.    What is the MPCF-LC stand on this move?

Answer:MPCF-LC primarily takes all its actions related to academic matters based on the CHED and MARINA issuances.   The resolution from the LGU requesting HEI’s to pass all the students is being taken cautiously by the School considering its basic mandate of providing education.  Besides, we also consider the students’ academic performance prior to the quarantine restrictions.

Q.11 Students have been hearing about extension of the semester which may be until summer of 2020.  Does this mean that students will have to enroll for the summer classes to complete the Second Semester of AY 2019-2020?

Answer: Summer classes are scheduled and will be held independent of the Second Semester of AY 2019-2020.   However, laboratory classes which may not be completed in the second semester shall be carried out during summer classes.  No separate enrolment shall be required for this.

Q.12 The previously issued ALFAS guidelines require students to submit their outputs/course requirements on or before May 15, 2020.  Does this mean that the students have to go to school for this submission?

Answer: No, the students do not have to personally submit their outputs/course requirements.  The Clarification to the ALFAS Guidelines prescribes the manner by which submissions can be done.

Q.13 Maritime students are concerned about their Basic Training which was supposed to be carried out this second semester AY 2019-2020.  What is the arrangement regarding this?

Answer:Basic Trainings (BT) for Maritime Students are deferred to the First Semester of AY 2020-2021.   The Training Center will issue separate guidelines and schedule for this.
